At the Tony Blair Institute for Global Change we are dedicated to making globalization work for the many, not the few. Focus of the Role:

Our Governance work supports the governments and leaders of fragile, developing, and emerging states to enhance their effectiveness. We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the center of government and in key line ministries and our work is shaped by national priorities. 

Ethiopia is one of the world’s fastest growing economies and the Government of Ethiopia (GoE) has set an ambitious target of reaching lower middle-income status and becoming a manufacturing hub in Africa by 2025.  Since 2014, the Tony Blair Institute (TBI) has been supporting the GoE to realize its manufacturing-based economic transformation through the creation of sustainable jobs.  Our team has been supporting GoE to strengthen its center of government processes to monitor and accelerate the delivery of priorities and to establish improved systems and structures in key implementing institutions.   

To achieve its economic transformation goals, GoE recently announced its plans to privatize key state owned enterprises to increase global competitiveness and to address public debt distress and foreign currency shortages.  After decades of state control, the decision to conduct massive privatization of highly valuable assets is a truly historic moment in the development journey of the country and the government is demonstrating that it is serious about economic reform.  Ethio-Telecom, Ethiopian Airlines, the Railway Corporation, hydropower plants, maritime transport, industrial parks and others are among many manufacturing and service-based enterprises being considered for partial or full privatization.

TBI has accumulated rich experience working with governments across the world in coordinating and supporting privatization efforts.  In addition, through our years of work in Ethiopia, we have also acquired in-depth knowledge of the Government of Ethiopia’s systems and structures which will enable TBI to provide impactful advice and coordination of the SOE transformation and privatization process over the coming years. 

RESPONSIBILITIES:

To support the government in the planning and implementation phases of the State Owned Enterprises (SOE) privatization process, we are searching for an experienced advisor.  Specifically the advisor will be responsible for the following areas:

  • Preparation & planning phase support: Identifying and convening global experts to provide high level advice and mobilize key stakeholders for privatization planning
    • Conduct assessment of the SOE landscape to advise on the planning and prioritization process.Engage in preliminary strategic thinking in the planning process and advise government on accessing capital and technology.
    • Support stakeholder mobilization and alignment to set up the governance and regulatory framework: engage stakeholders, synthesize inputs, consider economic and political constraints and establish governance structure.
    • Perform necessary analysis to inform policy and to advise on success factors and risks through the process of privatization.
    • Establish detailed implementation plan, practical sequencing and coordinate stakeholders against the plan.

  • Coordination and long-term implementation support: implementation through teams embedded in relevant institutions.
    • Support analysis and ongoing problem-solving to unblock bottlenecks in the privatization process and develop a roadmap for implementation.
    • Benchmark privatization efforts in applicable countries to inform learning.
    • Monitor effectiveness of implementation and alignment with GoE’s intended objectives and planned approach for privatization.
    • In coordination with different stakeholders, support the implementation of legal and financial instruments to enable privatization to take place.
    • Ensure robust project management processes are in place, including reporting and documentation of activities in order to implement planned reforms.
    • Support capacity building initiatives in the relevant institutions to bridge implementation gaps and accelerate delivery of the project.
  • Other internal TBI responsibilities
    • Actively participate and collaborate with other TBI projects, sharing knowledge and supporting the Institute’s thought leadership efforts.
    • Provide support to the Country Head in providing overall advice on Economic Transformation to GoE, especially where SOE privatization is concerned.
    • Coach and manage junior staff in TBI Ethiopia team.
What We Look For in Our People:

EXPERIENCE AND QUALIFICATIONS:

  • Minimum of 5 years’ experience in strategy consulting and/or investment banking experience with experience in broad public sector and private sector reform.Experience within Government or Development Finance Institutions related to SOE reform projects would also be valuable.
  • Excellent operational and stakeholder management skills
  • Excellent at building and managing effective relationships with limited supervision
  • Strong team player with outstanding team management skills
  • Energetic self-starter and proactive problem-solver
  • Willingness to closely manage and invest in the development of junior staff
  • Ability in influencing, coaching and delivering change through others
  • A creative and entrepreneurial approach to overcoming barriers and making change happen; and the ability to cope in emotionally demanding environments
  • Ability to reside in Addis Ababa for the duration of the project – two (2) years
  • Fluency in English and Amharic (oral and written communication skills)
