Our Governance work supports the governments and leaders of fragile, developing, and emerging states to enhance their effectiveness. We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the center of government and key line ministries and our work is shaped by national priorities.
 
 
Role objectives
 
 
Government of Ethiopia (GoE) has set an ambitious goal of reaching lower middle-income status and becoming a manufacturing hub in Africa by 2025. This will require creating millions of jobs in manufacturing and significantly increasing manufacturing’s share to GDP and to Export in order to achieve structural transformation towards industrialization.
 
Since 2014, Tony Blair Institute (TBI) has been supporting the GoE to realize its industrialization agenda, to strengthen its Center of Government processes and to establish improved systems and structures in key implementing institutions. TBI, currently, works with officials and experts in the Prime Minister’s Office, the Ethiopian Investment Commission (EIC) and the Industrial Park Development Corporation (IPDC). Within these institutions our team of advisors and analysts work on specific sectors such as Pharmaceuticals Manufacturing, as well as cross cutting areas such as Investment Climate Improvement. Most recently, we have realized that to accelerate industrialization of the country, linkages between FDI (Foreign Direct Investment) and domestic enterprises must be evaluated deeply and key challenges inhibiting effective linkages must be addressed timely.
 
We are seeking a Governance Associate to join our team for 6 months to finalize the work that is currently on the way on to ensure the domestic manufacturing sector can be well integrated with FDI and ensure the linkages are enhanced and effectively contributing to the industrialization vision of the country.
More specifically, the Associate will be asked to perform the following;
 
1. Complete Assessment of the current domestic linkage status
• Identify and build relationships with the relevant public sector stakeholders in order to confirm the challenges identified in the current landscape and confirm key challenges the government should be prioritizing to develop solutions.
• Collect and consolidate previously conducted studies on the subject (studies by government entities, private sector and/or development partners)
 
2. Validate policy recommendations and develop an implementation roadmap
• Conduct stakeholder consultation to discuss preliminary recommendation and gather necessary input to strength the proposed solutions and approaches.• Prepare policy advice and follow up with the lead institution towards implementation of the recommended solutions.
• Create a roadmap for the implementation of the recommended solutions and support prioritization of the planned activities to accelerate implementation.
 
 
3. Support partnership development (donors, consulting groups) in the domestic linkage space
• Support TBI’s partnership development effort by identifying relevant partners currently working or planning to work in the domestic linkage space• Prioritize and engage the 2 most relevant partners and work on developing a solid partnership approach considering TBI’s value add and GoE’s priorities.
 
The associate will report to the Country Head, and also to the government counterpart at the relevant institution.
What We Look For in Our People:

EXPERIENCE AND QUALIFICATIONS:

  • Minimum of 3 years of work experience in economics, public policy and/or management consulting
  • Excellent operational and stakeholder management skills
  • Excellent in building and managing effective relationships with limited supervision
  • Strong team player, Energetic self-starter and proactive problem-solver
  • Ability in influencing, coaching and delivering change through others
  • A creative and entrepreneurial approach to overcoming barriers and making change happen; and the ability to cope in emotionally demanding environments
  • Ability to reside in Addis Ababa for the full duration of the project – 6 months
  • Fluency in English with excellent oral and written communication skills
