Our Governance work supports the governments and leaders of fragile, developing, and emerging states to enhance their effectiveness. We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the centre of government and key line ministries and our work is shaped by national priorities.
Guinea is one of the fastest growing economies of West Africa and a top global exporter of bauxite and other mining products. Guinea is also a country with an important hydro-power potential, that can foster a wider economic development. Being at the heart of the regional West African Power Pool (WAPP), the country could also play a pivotal role in the future common energy market.
TBI has been working with the Government of Guinea since President Condé’s first electoral victory in 2011 and has been assisting the Minister of Energy since January 2015 with an embedded Governance Advisor. In these years, TBI managed to achieve several important results that improved the sector’s governance, such as the creation of a regulatory authority and of a PPP unit within the ministry, the introduction of a better project management process, the financial analysis of a number of proposed Power Purchase Agreements (PPA) and various capacity building initiatives.
Now TBI agreed to provide the Minister of Energy with an Associate that could continue the work initiated by the embedded Governance Advisor for the next two years. The Advisor will supervise and support the Associate for the first months of the mission.
RESPONSIBILITIES:
- As a priority: to assist the Coordination team of the Ministry in the follow-up of the “Electricity Access” program, specifically:
- In the first phase (Q4 2018 – Q1 2019), following-up the Ministerial and EDG (local utility) activities to make sure that they are concluded in due time and with the expected results. These studies are necessary to allow the donors (World Bank, AFD and others) to get the approval from their Boards in order to official launch the Program
- In the second phase (2019 on), assist the Coordination Committee set up by the Ministry, EDG and the Donors to follow up the activities that will compose the project, coordinate the different actors involved (rural electrification agency, ministry, EDG, consultants, companies recruited, donors’ representatives) and make sure that the Guinean authorities are always kept informed of the progresses and that the Program objective are progressively achieved
- Conduct research on selected topics as required by Power Africa West Africa Regional Advisor or the Country Head;
- Provide support to the Power Africa’s West Africa Regional Advisor on the study on integration of Guinea in the wider WAPP and provide local support to facilitate selected trades between Guinea and neighbor countries.
- Undertake other high-impact analytically focused projects/studies including financial appraisals of PPAs, policy & regulatory analysis; sectoral & industry analysis;
- Support the Minister in the communication with the bilateral and multilateral donors
- Identify and structure problems, develop and apply appropriate analytical frameworks and approaches, and synthesize critical hypothesis;
- Proactively identify risks and issues affecting task or work stream delivery, and promptly communicate upward with solution options;
- Present ideas and respond to queries clearly and concisely in internal team meetings and with external stakeholders;
- Support completion of high-quality written documents and/or presentations;
- Any other tasks assigned by the Minister of Energy;
- Articulate findings and presentations using various presentation tools, i.e., power point, excel etc.
