At the Tony Blair Institute for Global Change we are dedicated to making globalisation work for the many, not the few. We do this by helping countries, their people and their governments, address some of the most difficult challenges in the world today – beginning with those where we think we can break new ground, offering leaders new thinking and new approaches. Our staff – over 200 of them, based all over the world – are working on some of the most intractable problems around issues of co-existence, governance, the peace process in the Middle East and renewing the centre.
Focus of the Role:
Our Governance work supports the governments and leaders of fragile, developing, and emerging states to enhance their effectiveness. We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the centre of government and key line ministries and our work is shaped by national priorities.

The Institute has been supporting Rwanda for 10 years. Rwanda is a country on the move. For the past 20 years, it has focused on economic development and improving the well-being of its citizens. The results can be seen in the ever-growing skyline of central Kigali, in the rapidly lengthening average life expectancy of the population and the growing volume of exports. The government continues to set itself ambitious targets for development in its “Vision 2050”, currently being drafted to replace the mostly successfully achieved Vision 2020.

The current project strategy is focused on supporting the government’s agenda for economic transformation through a network of experienced advisors based at the centre of government and in key economic ministries and institutions. The Advisor will benefit from network effects of the Rwanda team.

The Institute will be supporting a new Rwandan institution: the Rwanda Cooperation Initiative (RCI). Over the past 25 years, the Government of Rwanda (GoR) has developed and implemented several initiatives commonly known as Home Grown Solutions (HGS), which have been key in addressing some of Rwanda’s major post genocide challenges—from transitional justice mechanisms to climbing the Doing Business Index to generating tourism revenues. In that regard, Rwanda built and acquired knowledge, expertise and good practices in these areas. There is an increasing interest and demand from different countries and international organizations to learn from Rwanda’s experience. RCI was created as a “Single Window Access” to provide training & study visits, advisory service, and special project implementation.

The advisor will work under the CEO of RCI. The key objective is to support RCI to set up a sustainable framework for sharing Rwanda’s experiences to help other African countries.

This role is subject to availability of funds.

 

RESPONSIBILITIES:

The work will specifically aim to:

  • Structuring of the Initiative: Design an operating model and implementation plan for RCI and the Center of Excellence; structure RCI by optimizing its credibility inside and outside of Rwanda through marketinG
  • Strategic marketing and packaging of services: Develop and package Rwanda’s governance- and home-grown solutions in a marketable way that could result in future partnerships beyond the pilot phase
  • Special project implementation: Support the placement of short-term Rwandan experts on the ground in at least one other African country, to pilot advisory services to be provided through the initiative in future
  • Demand generation: Horizon scanning to understand the market and demand for services and products from other African governments, leveraging the TBI network
  • Resource mobilization: Support engagement with development partners to raise funds for the initiative
  • Thought leadership: Prepare and publish joint articles/thought-pieces promoting Rwanda’s governance successes
What We Look For in Our People:
EXPERIENCE AND QUALIFICATIONS:
 
  • A Degree in Economics, Public Policy, Marketing, Business administration, international development, or similar
  • At least 5 years of experience in designing and implementing policies and strategies aimed at enhancing good governance practices and/or the business environment, particularly in a developing country

ESSENTIALS SKILLS:

  • An ability to work independently, think strategically and translate strategies into concrete and implementable plans; an acute attention to detail with excellent analytical, organizational, and communication skills
  • Excellent operational, project management, and stakeholder management skills
  • A proven ability to inspire, coach and develop others, including people from different backgrounds and cultures
  • Understanding of organizational design and accountability mechanisms to reform Government processes
  • Effective inter-personal and leadership skills. Team player with an ability to develop and foster relationships with counterparts across a large organization

PERSONAL SPECIFICATIONS:

  • Proven ability to mentor, coach, and build capacity of national counterparts
  • Ability to deliver results in complex and challenging environments
  • A creative and entrepreneurial approach to overcoming barriers and making change happen
  • Above all, high levels of enthusiasm, resilience, and a can-do attitude
  • Experience of living and working in developing countries is desirable but not essential
